People without citizenship are increasingly being denied entry to and/or deported from Russia.

Russia's Ministry of Internal Affairs reported 79,000 entry refusals so far in 2024, up 29,000 from the same period in 2023. In the past five months, 22,000 foreigners have been deported from Russia, twice as many as in the first five months of 2023. Arrests for illegal migration have gone up as well: a full 2.5 times more than last year. 

Methods of temporary and permanent residency have also become much more difficult to obtain. The number of Russian citizenships granted in the past year has decreased 49.8 percent, and citizenship has been terminated for 669 people.

Many migrants to Russia come from Central Asia. As such, it's speculated that this increase is the result of crackdowns after the terrorist attack at Crocus City Hall in March.
